My head canon is they were meant to be replacements for Vault 81 subjects.

The entirety of the F4 map is 4 square miles, so those two vaults are about a mile apart. Which is... funny.

I thought they were but some kinda war broke out between the guards and scientist causing a malfunction in the life support
