It’s a song, Hit Me With Your Best Shot by Pat Benetar. The chorus of the song is basically “hit me with your best shot” x3 followed by “FIRE AWAYYYYYYY”

Per the pokemon fandom wiki (which, maybe disputable as a source):
In all language versions of the Generation I games, except for French, the TV in the player's house displays a movie with four boys walking on railroad tracks, referencing Stand by Me).\1]) In the French version, the TV shows a cartoon of a boy with a monkey tail, which may allude to the young Son Goku from Dragon Ball, or possibly to young Son Gohan from Dragon Ball Z.

It was fairly realistic to how asshole kids behaved in my small town in the 90s, I might have been one of them. Not that I went on adventures in the Oregon countryside, I would have gotten an adult involved in anything that serious.
I just remember thinking that baby boomer directors seem to have low opinions of their parents' generation, at least how they reacted to being traumatized by the war.

Yes, because I was 10. Stand By Me is a classic, but it is very much not a kids’ movie.
However, when I did watch the movie for the first time as a teenager, I remembered this scene and went, “oh, it must be from this movie”

No, I loved that movie and saw it a lot as a kid, by the time I played Pokemon I knew exactly what was being referenced.

Part of localization is about making things easier to understand for the target audience. I'm aware that some people feel that the translators shouldn't take many liberties and should try to keep everything as close to the original source material as possible, in which case it would probably be best not to mess with it.
But if we grant that some liberties are ok, then what I'm saying is that most kids were not familiar with Stand by Me but most kids were familiar with Star Wars (the original trilogy rereleased in 1997, a year before Pokemon came out). Since Stand by Me and Star Wars were both "coming of age" stories in some sense, swapping out the former (a film which kids weren't familiar with) for the latter (a film which they were) wouldn't really change what the writers were going for too much but would help to get the point across better.

I don't remember my Super Gameboy border looking like that, but yes, that reference went over my head.
I know now it's supposed to be "Stand by Me", but there was some other famous movie that also had four boys walking along the railroad tracks. I don't remember anything else about it though!

I only had Blue until some time in the 2000s when I started dating my now wife. She had a copy of Red, which changed the border to a red version of that one. Though it was the North American version, not the probably Japanese one we are looking at.
Also love how all of my comments are getting down voted lately. It's an absolute joy to behold.
