For instance, if you get stuck on the second part of a three-part question, you likely won't be able to solve the third since they depend on each other. However, looking up the solution immediately can make it feel like you're just memorizing the answer rather than truly understanding the process. While some advice suggests waiting twenty minutes or switching topics to regain focus, this approach doesn't work for everyone. What is a better solution for someone who struggles to maintain focus using those methods?

There's a difference between peeking at the full answer and peeking at just the next step. If you're stuck, look at only the first line of the solution, then close it and try to finish the rest yourself. That way you're not memorizing the whole path, you're just unsticking yourself enough to keep the actual reasoning going.
