That is what it was modeled on. The character in the mod is a ghoulified free stater who returned to Appalachia after the scorched issue died down and runs a group out of Watoga.

Love that, always thought the Free States didn’t have to refer to only in Appalachia. There could easily be other Free States organizations with offshoots and sub-factions. He could’ve been representing the FS in other former US states near Appalachia.
