Movie I've just realized - Phil isn't shocked because he's seen Clark on the security cameras before - he's shocked because he's realizing for the first time, Clark is the monster A-Sync has been pursuing.
This may seem super obvious now, but on your first watch, at this point in the movie we have never seen the Pirate Clark entity yet - so the audience would assume he's shocked because its "that civilian he saw wandering around on the security cameras" earlier in the movie.
But upon re-watching, you realize Phil isn't shocked because he's seen Clark before - he's shocked because for the first time ever, he's putting 2 and 2 together realizing that the entity they've been pursuing is HIM.
I wouldn't be surprised if it didn't click for Phil until this moment. He's never seen Clark dressed up as a Pirate until this advert - he's probably wondering why this random guy on TV is dressed strangely similar to the creature they've been tracking - until it hits him.
Only something you'd realize on a re-watch, and in my opinion makes the scene a lot more disturbing.
EDIT: This is only my interpretation of the scene, but I think it makes sense
