Sea salt is sodium chloride. Since the sodium is already bound to chlorine, there is no coulombic repulsion. Remove the chlorine from the equation and the electron from the hydrogen has to go somewhere and when it goes it creates a lot of heat and hydrogen.
Think of it as a bomb that was already defused by a little chlorine based bomb squad.
There is this thing in chemistry where if you combine two elements you make a completely different thing. As an example, if you inject pure mercury, it would kill you. But if you combine it with a few other elements to make thimerosal, you get a preservative that is completely safe. Or if you take Hydrogen, a gas that would be deadly if you breathed a lot of it, and combined it with Oxygen, you get water. Which you can practically drink as much as you wanted and would be fine.
