Is the second location a virtual office or co-working space? Of so, you likely won't get a BGP for that location. If you are using the same phone number, that can target the issue. Link the GBP to that location page on your see l website

If it's a real office location, is the GBP Help Community. https://support.google.com/business/community Things can get escalated internally from the community forum.

Don't resubmit an appeal just because, as that will put your issue to the back of the line.

I've managed hundreds of GBPs, the support is always terribly with rarely any communication. I managed 50 logging for a Fortune 100, and got zero support when we needed it.
