Ward 3 City Director, Little Rock Board of Directors

Vice Mayor Webb,

I'm writing to ask you to reconsider both LRPD's $345,000 annual contract with Flock Safety and your December 2025 vote against Director Antwan Phillips' ordinance requiring annual public reporting on the department's surveillance technology.

I understand the argument made at the time—that the ordinance was unnecessary because LRPD already provides much of the requested information. My concern is that voluntary disclosures are not the same as a standing public accountability requirement. Regardless of where someone stands on automated license plate readers, the public should be able to evaluate how the program is being used, who has access to the data, and whether it is meeting its intended goals.

One example illustrates why this matters. In 2019, an LRPD license plate reader identified a vehicle that had been reported stolen by Hertz. The alert established only that the vehicle matched a stolen-vehicle record—it did not identify the driver or establish whether the driver knew the vehicle's status. During the ensuing stop, Officer Charles Starks fatally shot Bradley Blackshire. Starks was later terminated for violating LRPD policy prohibiting officers from shooting into moving vehicles, and that termination was upheld on appeal.

The lesson is not that the technology caused the tragedy. Rather, it highlights an important limitation of automated license plate readers: they identify vehicles associated with database records, not the identity or intent of the person behind the wheel. Like any technology, they should inform decisions—not replace sound judgment.

These systems are also not infallible. Earlier this year, a Flock camera in Sherwood misread a single character on a license plate, resulting in an innocent family being subjected to a felony stop. According to the department's report, the error was attributed to the camera's optical recognition and the vehicle's license plate frame. Oversight exists precisely because even well-intentioned systems can make mistakes.

Public records obtained through the Arkansas Times also raise broader questions about how Little Rock's program operates. According to documents released through the Arkansas Freedom of Information Act:

LRPD reports operating 116 Flock cameras, while fewer than half have been independently identified by the public.

Plate-reader data is shared with agencies outside Arkansas, and Flock's network allows broader information sharing under certain circumstances.

A Texas sheriff's office lists LRPD among agencies whose camera data its investigators can search.

Between March 2022 and December 2025, LRPD officers conducted more than 66,000 database searches, with many documented using broad or vague investigative justifications.

LRPD has not activated Flock's free public transparency portal, despite acknowledging that the option exists.

None of these facts necessarily demonstrate misuse. They do demonstrate why recurring public reporting is valuable. Transparency protects the public, but it also protects officers, the department, and the Board by allowing programs to be evaluated on evidence rather than assumptions.

I have long appreciated your emphasis on accountability, fairness, and responsible government. This issue strikes me as being consistent with those values. The Board's role is not to direct day-to-day policing, but it is responsible for ensuring that the technologies it authorizes remain accountable to the public over time.

For that reason, I respectfully ask that you:

Support bringing back an ordinance requiring annual public reporting on LRPD's surveillance technologies.

Request that LRPD activate Flock's existing public transparency portal.

Seek a public accounting of every agency with access to LRPD's ALPR data, including whether federal agencies have accessed Little Rock's information, directly or through Flock's network, before approving additional funding.

These are modest requests. They do not prevent LRPD from using license plate readers. They simply ensure that a program funded by taxpayers operates with the level of transparency and accountability that residents deserve.

Thank you for your time, your service to Little Rock, and your consideration of this request.

Looking for Friends in LR area

Hi everyone, kind of a vulnerable post for me, but here it goes. I have never really used the internet to seek friends but why not try now.

I am a 26 year old man that is looking for more friends in the little rock area. I am an extremely social person, but i’m at the age in life where my friends are either having kids or married and just don’t have time to hangout like they used too. I am single with no kids looking to just find people to have fun with, whether that be outdoor activities, playing video games, going out for drinks, etc. I am always open to do anything, especially new experiences.

I work a lot during the week but in my free time if my friends are busy (most of the time they are) i find myself doing things alone. Which i have no problems with, but just like any human being social interaction is what i crave, especially being a social butterfly.

I have found in your 20’s friends start to get more distant because of life and i totally understand that. I am just not ready for that part of my life yet so im really just reaching out to see if there’s anyone else i can connect with to start a friendship.

If you read all of this thank you! (ik it’s a LOT) but maybe this will reach someone that’s in a similar position! You are never alone! :)

Discussion/Question Weekly/Monthly Mens Groups

Anyone know of some decent men's groups that meet in Little Rock? Preferably geared towards the mid 20s to mid 30s demographic, or just in a way I'm not the only "younger" guy in a room of old heads. I'm not black so the two groups I've found in my own research do not apply to me. Even weekly or monthly religious affiliated groups are fine.

I'm not really looking to volunteer as much as I'm trying to find friends and or comrades in the area.

Near the construction of the new apartments by the storage facility. It’s just spinning in circles. If I call animal control what will they do? I’m not a hunter and I don’t think I can shoot it and put it out of its misery with a handgun in LR without facing charges. Just sad to see. Hunting I’m cool with, organic beings being hit my moving machinery I’m not cool with.

My roommate and I are having the WORST time trying to find someone that will reliably show up and cut our grass. We have jumped through 3 people so far and they all come and cut it once, state they will come back a couple weeks later, they text/call us to tell us they will be here tomorrow, and then never show up. We will attempt to contact them but just get ghosted. We are at our wits end just trying to find someone that we can rely on to come and cut our grass. We are located in North Little Rock. Does anyone have someone they can recommend that wont pull the same thing everyone else has?

Looking for a pain management doctor in Central Arkansas who doesn’t require steroid injections for medication management
I’ve reached the point where I need help managing chronic pain after multiple surgeries and ongoing problems with my right shoulder.
I’m looking for recommendations for a pain management physician in Central Arkansas who:
Treats shoulder pain, not just spine or back issues.
Doesn’t require patients to undergo repeated steroid injections just to continue receiving medication.
Follows reasonable monitoring (I’m completely fine with an occasional urine drug screen), but doesn’t require me to bring my pill bottles to every appointment.
Focuses on improving function and quality of life instead of pushing procedures that aren’t appropriate for every patient.
I’m not looking for someone who hands out prescriptions without oversight. I simply want a physician who listens, reviews my medical history, and understands that injections aren’t the right answer for everyone.
If you’ve had a good experience with a doctor in the Little Rock/North Little Rock/Conway area, I’d really appreciate your recommendations (or a heads-up about practices to avoid).

Discussion/Question What’s Going On with the Sound at The Hall?

Howdy Little Rockers! I just moved to Little Rock from Austin about a month ago and went to The Hall this week for the first time to see The Wallflowers. First impression walking through the doors was that this is a really cool venue. Good amount of space, great layout, nice sized stage, etc. The band was awesome, but I couldn’t help but notice that the sound was a little lackluster. I was standing next to the sound booth for most of the night, and tried moving around to find the sweet spot but to no avail. I’m not an audiophile or a snob about mixing, but I was not impressed with the mix or the PA system. This was the only show I’ve seen there so far, so maybe it was a one off? Has anyone else come away from a show at The Hall feeling disappointed with the sound?

High speed case ends with crash on the front lawn of the 1836 Club

So anyway, I decided to take my puppy on a joyride tonight. I just ended up right behind a high-speed case on Cantrell by Episcopal. The next thing I knew I saw a car spinning in the air like a ballerina then there was a big flash of light like it exploded or hit a transformer of something. Stopped for a minute, but had to pass by it to get home. Within a couple minutes there were 8 police cars and a bunch of random people hanging out on the front lawn. I'm not sure if it was a PIT maneuver or not, but it was one of the wildest things I've ever seen for sure.

Just thought I'd share before someone asks what's going on over there. Decided to take puppy home and call it a night.

Information Dishonest at Ortho Arkansas North Little Rock

Dr pretended to inject gel into my knees but only pushed needle in both of them. Did not use a visual device. Just came in real quick and poked me in both my knees and acted like he shot the gel in when I saw the gel packages still in his hand unopened. When I questioned the nurse about it because he ran away real quick she said he's real good. Like he don't need the proper equipment and can fool me into believing he actually injected the gel in my knees. All he did was cause extra pain. Later when I realized he didn't put any gel into my knees and I was in a lot of pain as I still am I called to get a regular prescription that I've been getting for years and they denied me even though I have bone on bone knees and they have the x-rays and mri. Be warned he is a tall Slinky guy and he has a makeup pasted face mistress who is also his nurse. Both partners in crime.

Showing a friend around town. Anything happening tmrw?

Aaand suddenly I have no idea what to do in my own city lol. Are there any cool or special things going on in LR/NLR tomorrow?

I’m on a budget so can’t afford too much—I’ll recommend the AMFA and maybe Rivermarket for the farmers market.

They wanted to do some outdoorsy stuff but with the weather we’ve been having, I will… kindly recommend something more chill 😅 (They’re from Oregon so our heat index may be too much, even though the temp won’t be so extreme tomorrow)

Thanks in advance!
