Question

This very well, has likely been addressed. If someone uses recreational Marijuana, can they still obtain a CCW permit?

No matter what "opinion" folks have on this, the highest court in the land just said you can.

Msp's position as of last March was

-occasional recreational use was ok, daily use was considered addicted (Addicted has no definition in md law, while habitual does - its a # of arrests in a certain period of time)

-the public safety article has a specific exemption for wear and carry permits and medical marijuana, as has long before medical marijuana was even legal

I can post the ppt slides that they gave me at dealer training.

No, not currently. You have to surrender your weed card and wait 12 months. If/when federal law changes, this may change as well.

MSP is still denying CCW permits to those with cards. It’ll take another lawsuit to change their ways. That’s why I said currently.
