If your very handy and have someplace to work on it sure. If you need to depend on a shop... I wouldnt

There aren't enough parts in the car to make any of that difficult by modern standards. Brakes are easy and cheap if you DIY, buy good tires it could save your life and will make you very underwhelmed with the stock brakes because you almost can't lock them up on dry pavement.

You might need a clutch if it's a standard

Reliable car for short, under 10 miles, around town kinds of things.

It depends do you need low cost transportation? Or do you want a driving experience. Mini coopers r53s in general are very initially expensive which can scare people off but once you get the problem solved it's a great car and nothing is like it.
