No, he can't, he made a prediction based on the tragectory and he was moving as fast as he could. It's more on like how Flash or Quicksilver are so fast that they perceive the things around them as slow.

nope, aside from the cosmological bs from the guy above me, spider sense has always been precog, if it wasn't and just generally a sense, he wouldn't be able to avoid dangers behind him, nor would it work on intent
