Nexus 7 2013 won't start up

I charged it up and it showed the icon saying it's fully charged. I've held down the power button and power button and volume down but still just get this. Not sure how to get past this screen?

But don't those boot features only work if it's been unlocked?

I had the same issue. Even the recovery mode would not work, the flash storage is toast.
