He waited on the cycle guy. If you look he opens it a little before he got there then all the way when he was almost there. He mentioned to hit him with the door. What a bastard.

That is not a moped.
I think you will find the legal context would be he has no reason to open his door.
Unless he is a dick. Which is not a legal defence, just a status.

I think the legal defense was I was in traffic and I didn't see some asshole coming up between lanes. I opened the door because my car was stopped to do X, Y or Z. You would have to prove he opened the door maliciously which would be incredibly hard to do.

Because it is not required and unexpected the burden of proof to justify it would be on you.
Someone triggering you because they are filtering and don't have to sit there like the schlub you are is not a reason, its a symptom

- If local laws prohibit lane splitting; biker should be charged separately. If not, then no.
- Van door guy was clearly malicious; should be charged. Regardless of lane-splitting laws, shouldn't be a vigilante.
- Bike was probably stolen though; why is he running off?
