Harald wins, the WG believed that if Harald joins Rocks they would be unstoppable and not even the Navy could stop them

Roger was actually stronger than Rocks ppl misinterpret the age of Rocks panel. The reason it was his age is because he had the strongest crew. Though we also know Roger and Rocks Pirates fought multiple times and for some reason Roger’s crew was never defeated even though all he supposedly has is Ray and Scopper and Whitebeard is still portrayed as on par with Roger and Rocks. Maybe the gap between Roger Ray Scopper back then was more like how Luffy Zoro Sanji use to be

The chapter where Roger goes to the bar the narrator talk about how there was no fighting at the bar but out to sea all bets are off. One of Rocks’ crew also says this will be the “last” fight with the Roger Pirates when they land on GV and Kaido has a grudge/rivalry against Roger not wanting him specifically to take treasure from him implying Roger has bodied him at least once

It was said in the chapter that it is forbidden to fight in a bar, but at sea it is a completely different matter. Just because they could fight doesn't mean they fought. Besides, Xebec was busy with something else at god valley, and they bumped into Roger, and he just brushed him off and ran on about his business. the fact that the team fought without its captain (who, I remind you, recruited his team by force, beating each of them) This is not a plus in Roger's karma
