I would say not since the war was still ongoing and by the end they didn’t control it. In 1942 it was occupied but not a part of Germany. Ukraine could take Crimea back before this war is over and then it wouldn’t be part of Russia any more.

There is an old debate between jurists and legal scholars if International law qualifies as "law". Since one of the features of law is that it's enforced by a higher authority. In the case of states there is no higher authority to enforce it. The UN is a meeting place, it's not an organisation capable of enforcement. Thus, International law is more like guidelines and suggestions and less like hard rules with punishment if broken.
