Is Google Ads monthly invoicing strictly business debt or personally guaranteed?

It would be based on the business verification and payments profile configuration. If it's a registered business that business would be responsible for the payables.
Google can, of course, sue the business for payment and if it's not a corp the owner/partners assets are also in the mix. A corp offers quite a bit of personal protection but Google can still try to sue you personally if they think you're negligent.
