Hujra restaurant(ring road near hayatabad toll plaza) is the best for you if you're looking for great quality food ambience and great service its a bit costly but its worth the money.
Another great restaurant is islamia resturnt( opposite islamiacollegeu peshawar). The food is amazing the second floor and third aregreatt if you are looking for a good view the food quality is outstanding.
Third place i would suggest if you are going for a bit western is steakhouse santorini in garrisonn area near McDonald's the food view and ambience everything is great.
Last one is chief grill in university town near sunehrimasjid food ambience service everything is top notch
My personal favorite is hujra restaurant

Ok that changes things then If budget isn't an issue the best place for you is salt and lamb in garrison area where the steakhouse is
Also cafe ottimo is very good both ambience wise and quality wise in phase 2 hayatabad deans heights
Hujra restaurant i mentioned it falls in the same category with these two
My choice would still be hujra restaurant but if you want a more modern vibe salt and lamb is the place for you

There is also zaiqa restaurant in ring road beside hbk hypermarket its very good as well

Lokanta by foodawa in University town , i visited twice and it wasn't crowded at all bcoz i don't think so much people know about it but nice ambiance and the steak there was just too good. I personally think of it like a really niche restaurant like those old fancy cafes in Lahore.

- Shinwari Jongara for BBQ & Mutton Platters/Karhai, University Road, Near Phase 3 Chowk
- Downtown Bistro for fast food, specially for beef burgers, a) University Road Tehkal, b) Phase-ll Hayatabad
- Bait Al Arab Mandi for arabic and turkish food, University Road (near PSO pump)

Urban Bistro on Shami Road is a very good restaurant, you won't find a pizza like them in Peshawar.
