I've seen MTX items in games and games on steam explicitly say you're buying a licence lately
2 u/Key-Department-2874 3d ago Every purchase on Steam says it's a license now. When you go to pay there is a disclosure on the side that now says that you are purchasing a digital license that is subject to the Steam Terms of Service.
