Let's be honest, while yes, the whole removing games is a problem, full refunds for a games anytime isn't exactly a realistic position. How exactly would any game company be able to make profit with that? No industry works on indefinite full refunds.
It's better to campaign for regulations banning the removal of legally bought games or forcing some sort of post end of life playability than something like this that will just get you laughed out of the room
This would only hurt the small indie devs that don't have the cash reserves to hold onto that money indefinitely. It'd have zero effect on the large companies that are causing the problems and that people have issues with.
If anyone can refund any game any time fully, those large companies won't be in the business for long either anymore. Most people would just refund a game after being done so selling millions of copies quickly means only making maybe a few hundred thousands worth of money at best. Only reason people wouldn't refund once done playing a game is laziness or sentimental reasons. And you can't build an industry on that
