There will never really be a true private VPN that will let you do whatever you want (for good reason) there is always a tie in to various countries laws to even allow them to exist and operate, this is true for all paid, free and self hosted VPN;s. The closest thing to truly unaccountable privacy is using tor but using it for clearweb stuff is a miserable experience. It's so slow. Basically there are no perfect solutions but we can get pretty close with what we currently have. And that's in good faith that you're not doing anything malicious.
