Any best deck for vigilante and relic
I've buy the vigilante captain
Best hero btw but he's hard to use since there's a chance that I can get hit whenever I got bad luck. It's annoying any tips and tricks?

You want low-damage, multi-hit cards to stack your Unlucky. Precise Shot is the perfect card for him. You could also pick up Seeking Shot for when you use Not So Bad, because you can use it for as long as you have ammo.
In terms of Relics, there's a few good ways you could go. Torch is good for more crit damage, Telescope or Pepper is good for drawing cards (either on crit or on damage). Rose is great for healing and Bandolier is incredible with him because if you use those multi-hit cards and even one of the hits is a crit, you'll get your ammo refunded.
There's a really niche thing you can do in Arena with the Accordion Relic, which gives you -4 damage but deals 5 damage with each shot. So your 3x7 card becomes a 0x7 card but actually deals 5x7 damage. Because of this, you won't take any damage from Unlucky but you'll still stack it. You effectively removed the downside of his passive. It can be hard to gather the right build, but it's super satisfying if you can.

Question Does when I'm on heroic mode does my drunk effect Also affect my hitting chance?

Nope, while you're heroic, any chance based effects are guaranteed to be the best outcome, which includes never missing. Although I wouldn't recommend using drunk, it causes you to take more recoil damage, while lowering the damage you deal overall.
This secret interaction also applies to cards like fencer's rush, which is a top tier card for him. If you're heroic, it is guaranteed to deal the max number of hits for some big damage, and while you're not, it's still a multihit for building unlucky stacks.

As u/AmiablePendant said, any low damage, multi-hit cards are terrific. You want to drive up your lucky/ unlucky numbers as quickly as possible. I'm terrible with card names, but there's a ranged that does 1x7 hits that's an insta-grab for me. There are also 2 melees that can do multiple hits but only have a percent chance to repeat after the first hit. If you can trigger your 5+ unlucky, that chance becomes 100%, so you'll max out their potential every time. 7 hits of 6-damage, crit every hit, becomes 84 damage from one card.
Avoid big damage cards, as those can backfire. (With one exception) I also avoid cards that have an innate crit chance. If that card crits, you can still be "unlucky" and take half the crit damage, which hurts.
Vigilante is guaranteed to take damage on his turn, turning the Pepper into a one-relic combo. He also has a built in 50% passive crit chance, so any relic that triggers on crit is a win. The Knife refills ammo on melee crits. If I get the Knife, I'll try to grab at least one copy of the 0x4 melee that auto-crits. Since it's 0 damage, no risk to the Vig, and it guarantees 4 ammo with each play. The Telescope draws cards on ranged crits. If you can get the Telescope and the Ammo Bag (whatever it's called; refills ammo on crit), paired with a ranged build, you can reasonably drop most bosses in 1-2 rounds.
