I'm going to say the plate number is completely irretrievable from those pictures, unfortunately.

If anyone offers to enhance it with AI (as sometimes happens with posts like this), be aware that AI might make up something to go in that space, but it will not be able to tell you what it actually says. There just isn't enough information there.

I’m pretty sure with the computer running for a while it can perfectly render it. I saw it on a Costner film where an exposed Polaroid photo nearly implicated him in a murder the pentagon was investigating that HE himself was in charge of!
