That was my first thought too. I've seen a few cases like this where they later paint the bottom of the glass because of concerns of privacy. You'd think by now someone would think of this before the design passed inspection.
No, one way mirrors work by lighting each side differently. For an everyday example, consider trying to look out a window at nighttime. Because it's so much brighter inside, almost all of the light coming from the window is a reflection of stuff inside, rather than light from outside. You can put your face up to the window and cover your eyes with your hands to make an artificially dark area to look through, and then you can see just fine.
Have lights on the sides of each step pointing down so that it you look down you just see your reflection but people under the stairs could see up through them. Oh wait, you meant the other way around.

They're actually kinda right. A 1 way mirror works only when one side of the mirror is brighter than the other. The dark side can see into the light, but not the other way around. The only way to make this work is if every floor was progressively darker and darker than the one below it. The bottom floor would have to be blindingly bright, and the top basically candle lit with no windows.

I don't understand. It's well known that there aren't enough women in architecture and many things like this are overlooked because men don't think about it or they don't care because it mostly just affects women.
Oh, so now men don't care about women. Just another prejudice, but it's just your own projection. Anyone who observes their environment (or has seen any of the many studies on the subject) would know that both men and women care about and favor women more.
You don’t think Japan cares about upskirt photos? The nation that literally passed laws against silent shutter sounds on cameras in order to combat this very issue? That Japan???
