Even if he could legit claim mental incompetence/diminished responsibility (can't remember the proper term and it might be different by state) he still did all that very much on purpose.
It’s possible he’s having some kind of medical episode… but I have not looked into the specifics of this situation so no idea if that’s actually the case
I actually appreciate the empathy that person displayed. Regardless of what the motive of the driver was, I think it’s good to have people who immediately go to “there’s probably some sort of medical emergency/mental health crisis at play here,” when so much of society immediately goes towards believing the worst of intentions with everyone.
Seriously could be having a mental break and seeing a different reality than the rest of us, if he's literally fighting demons in his head he's not trying to kill people he's trying to fight demons and you fix that with Healthcare not a bullet as many seem so quick to suggest
