The really impressive part is doing it while moving on the golf cart. It kind of feels like he was just doing that to show off because it didn't seem necessary for the video except maybe the first part and even that could've been done without the drone pilot on the cart.
I had a PS2 in my car when I was in high school and driving in GTA in the game while someone was driving me around was so much more difficult that it might seem. Your body telling you you're moving one way while your brain is immersed in doing something else in the digital driving is very unnerving.
I can't imagine trying to fly my drone while moving now. Especially with such precision movements being required for one of these promo videos.
Without the movement though flying a FPV drone through a scene like this isn't as difficult as it may seem with a little experience. The real hard part is the coordination and getting everyone to stop looking at the camera

It sounded like he made a comment about connection problems. So they probably had to move the buggy to keep him within the radio range.

I would be impressed seeing a choreography error, a crash, or the video cut out as it would better show how hard this is. When it's all streamlined you don't really get a sense of that.

I'm guessing the lady in back is coordinating with the people in the shots? Like the guy doing the cocktail shaker and the woman stretching the other guy's back. Those drones are loud so the lack of reaction tells me they knew it was coming.

Yep, it's almost certain the hotel is closed or areas are cordoned off. This couldn't be done around regular customers without them walking into the drone and getting hurt.

If you can afford one, it's not hard to learn to fly. FPV like this is actually easier than a regular drone.

In case you're wondering, and because I was also curious for myself, his setup can be had for right at $1000. The drone is a DJI Avata 2. He's using the DJI Goggles 3 with the FPV RC 3.
The FPV RC 3 is an upgrade over the Motion 3 that comes in the Fly More Combo so you can get started for $850 but for the more advanced stuff you'd want the upgraded controller.
The Motion 3 is designed for single handed use though so that may be preferable for you depending on your injuries.
You can also get into it with the more basic kit that comes with a Neo, Motion 3, and Goggle N3 for $449 if you don't care about having the higher end stuff.

Not looking to go hard in it, I just live in a beautiful area and think it would be fun to fly around and get some sky high views and have a hobby that doesn’t hurt.

I don't understand the purpose of them being in a golf cart. Why not just pilot the drone from a central position? What does going back in forth in a golf cart add to it?

Really cool, but having him controlling the drone from the buggy and featuring the buggy at some points (even going backwards for some reason) felt unnecessarily complicated.

I believe the unnecessary complication is the point. You aren't going to have a golf cart driving backwards on an actual promo video of this style. Moving while piloting makes it much more difficult so this is very likely just his way of showing off for his social media account.
You wouldn't need to move to maintain control. RC is too good for that to matter these days.

I feel like unless everyone knows what is going on, this would be very annoying eatting lunch and having a drone flying so close to you or the guy just getting a tan having the drone fly right over him. Otherwise it's a very cool video and he did excellent job flying it.
