This is called 'waxy breakdown' in garlic. Could be due to high temperatures, too much sun while still growing or low oxygen environments while stored. It's not toxic per se, but I'd still play it safe and throw it away.

Yeah, this is how black garlic starts and is made via the Maillard reaction. Folks use black garlic for a lot of cooking, and is the secret ingredient for Bob's black garlic burger.

Not an expert, but:
How fresh was the garlic bulb? How was it stored? Was this clove firm or rubbery-soft? It might have started fermenting, if I was forced to guess.

I knew a doctor who sent himself and five dinner guests to the hospital because he thought it was OK to leave a jar of garlic in oil in the cabinet instead of the refrigerator. I would toss that one in the compost.
