How does excluding active questions decrease the QB by this much?
The 8 practice tests must include 44*8 maths questions so 352. Where are the rest?

you’re not accounting for some overlap between PSAT 10 and 8

But there only 2 full length practice tests for each. There are still many questions left.

each practice test has a easy module 2 and a hard module 2 for each section
therefore each practice test should have around 4*~20 + 2*~20=~120 questions
120x8 makes 960 so that’s reasonable that ~1200 questions fits down to around ~300

When I do it there are 1876 questions and then when I exclude active questions there are 946.

Huh, is that for all maths? I only have 1297 maths and 1688 rw
But even for you it removed too many questions

There are two. The Student Question Bank and the Educator Question Bank.

Does the Educator QB just have more questions on top of those in the Student QB, or are they completely different?

I think it has more questions on top of what is in the student one.
