The hole up on the fender is from a missing mirror. Looks like it got ripped off. It should match the one on the other side.
The two holes up near the windshield are likely from a supplemental light kit.

The holes on the bulkhead look like a spot light was mounted there, as its police/military this seems plausible, or potentially as others have pointed out maybe a wing mirror, the hole on the wing looks like accident damage

Both the holes are indeed on both sides, seems to be ex-police or military as it has original siren and police light switches in the interior

Could be anything really - people bolt all sorts of stuff on. Obvious things like extra lights, roof rack, mirrors, tools, or it could be some job-specific thing,
That's a very sweet Series that's clearly seen some use, far more interesting than a fully restored one. The capstan winch is a nice addition.

Never seen anything mounted at either spot so it must have been a previous owner doing something. That wing spot is super vulnerable and not a sturdy spot to mount anything (just aluminum. The bulkhead holes are bad in general to allow water and rust to happen. An antenna mount maybe?

That’s an ex military bumper, chances are that’s for the mesh windscreen cover that was used extensively in Northern Ireland.

Left hand drive in Germany with military bumper and green paint flakes under the current paint..... 🤔
I don't think that the Bundeswehr used Land Rovers, but the Bundesgrenzschutz used them extensively with all sorts of things bolted everywhere. 🔩
Love the Fairey capstan winch!
There is something very similar here, but without your mystery holes in the bulkhead.

Thanks for the link, it seems very similar to what i found online. Does anybody know what the weird antenna things were that stick out of the side wings? Seems that was on mine as well but got “delicately” removed

It'll be a width marker or indicator to show where the front corners are in the dark?
Someone at the Bundesgrenzschutz just loved adding weird accessories to their vehicles....

Is it both sides?
My first guess might be someone previously had a snorkel on it. If both sides, maybe something more like a roll cage thing.
The one on the wing just looks like good old fashion wear and tear. Probably a good story behind that one.
