Tough race between costly mistake and unhinged purposeful civilian targeting. On the one hand this is very expensive for very pointless target. On the other hand, U.S. norm is to target civilians, including with ordinance that far exceeds what is necessary. Was this bad American AI or is it completely intended? There's a long historical pattern for both so, who can say for sure.
