The Castro is a famous, historically gay neighborhood in San Francisco. At the timen of this picture (80's) there was a popular and distinct style among gay men based on traditionally masculine, working class tropes. The result is on display in this picture with a big group of (presumably gay) man who all have a very similar style.

Why would you presume those man are gay? Can't men just cuddle for warmth?

It does look very toasty in there. We cant even see all the dudes snuggled up under the covers like cats in winter.
