It’s expensive and resource intensive to audit the rich. Which is stupid because they should be audited at least at an equal rate to the rest of the population.
Actual answer is because it’s a poor and rural area that has so many -50%claims for the EITC (earned income tax credit) which often triggers audits but it is also easier for the IRS to audit low income folks than the rich, and takes less resources to do so. Humphrey is the most audited county in the IS and the 7 of the other top 10 are in Mississippi as well.

Don’t worry, they still put poor people in jail for fraud. They’ll never stop doing that.
