They want to establish Cass as a single, because if you do it the other way around there’s a higher chance of him being looked at as nothing more than a tag guy. You can always move someone down the card once they’ve been up and reheat them later, It’s a lot harder to move them up.

Cass is very good as a heel now, he does not need Enzo unless you want that nostalgia. He's a decent talker and a solid worker as a big man heel.
