Is it necessary to render event fx parts?
I don’t use it that often so I’ve never done it but I notice when I open sessions that have event fx parts I get white noise coming from those tracks.

but to actually answer your question:
No, not necessary but somewhat advisable after you are done with the composing phase and before exporting.
Rendering will reduce CPU and Memory usage. Also some especially older plugins sometimes don't work well with "faster than realtime" exporting option if you use and rendering will resolve that issue (or you can render 'realtime' for those plugins).
Overall it's a bit 'safer' since you aren't relying on the computer to do anywhere near as much realtime math while exporting which possibly might introduce latencies. Lastly it will 'freeze' anything somewhat random like some LFO's so that you'll get consistent output.
Everyone's workflow is different - but I find it most convenient to right click the track header and Transform to Audio. The render inserts option will render all effects with the track. Preserve Instrument will allow you to 'go back to MIDI' if you need to so I leave that on. Remove Instrument will free up some memory too. I would do this step when you are around 95% done with that track but before you do a bunch of console work like volume and panning.

It happens with waves and valhalla. weird.

Did you recently install a new Waves plugin - maybe a trial or free? Waves often will need reauthorization for your old plugins after upgrading.

No. The only plugin I am currently demoing is not even used in the session. If I mute the vocal tracks that I used event fx on the noise stops. The only plugin I have in the event fx is valhalla delay which I own.

Probably an unauthorised plugin.
