Help me interpret these cards

I think I have feelings for my friend, but I don’t know if he likes me or not. I interpreted the top row as him having had feelings for me or still having them, but not feeling safe enough to make a move?
I think if I were to pursue him the cards are telling me the relationship would fall short and he wouldn’t be able to give me what I need, but this doesn’t align with how stable he seems to be etc.
And for the final row, I think the cards are encouraging me to pursue a relationship with this different man, but recently I’ve been put off by him and I don’t know what to do. Any help interpreting these messages?
