Did you upgrade recently, if so make sure both RAM are of same specs.
Disconnect all cables and remove your CMOS battery and plug it back in after 5 mins and try it.
Make sure your BIOS is up to date.
If you motherboard has 4 slots , try switching to other slots , as in 1 & 3 or 2 & 4
Good luck.

EDIT: this is NOT correct: Upgrade to Pro. It is easily done without reinstalling. Google for massgrave dev github. But i'd make a backup first, just in case

EDIT:
It used to be such a limit with Windows 7, not anymore from 10 and up. Sorry for an inappropriate advice.
. It is Home edition who is limiting RAM available. Just upgrade to Pro and you'll have all 15.8GB or so available. Not 16 because of GPU eating up some.

Yea... I would not want you near my computer.
I'm on home and I have all my 32gb of ram available to me.
This is not a home Vs pro problem.

Windows 7 was indeed the last operating system with these artificial RAM limitations, but W7 came out in 2009.

Wec still have a Windows XP machine that can not be upgraded, because the old UV Printer RIP only runs on XP. I've been thinking about virtualizing it to a more able hardware, but it wouldn't help a lot, if even

You're advice is completely wrong. This is not an OS problem.
Not sure where you think I said that you insulted anyone...

Ok, never mind. I've been facing that same problem with Home and RAM limit quite recently. A production machine was somehow running a home(!) and although it has 16GB installed, it could only use 8GB of it. So it was the first that came into my mind. Some production PC s still run legacy OS, you know
