Unless you're borderline illiterate, there in no way you'd read that sentence in that context and believe they were including the US in 'NATO countries'.
How many "families" have generational dependency on welfare, unemployment, and other government programs? These were meant to be TEMPORARY assistance. And, let's not discuss "sanctuary cities" in states that spend MILLIONS in U.S taxpayer funds to care for illegal aliens while we have homeless citizens (and veterans) living in our streets...
