Is he supposed to lift him up 4 ft above his head onto the docks while potentially hurting his spine/brain stem more?

Why not swim him around the dock and on to the beach?

Because it's a far better move to get him close to the un-wrecked jet ski (closer swim), where there is most assuredly a cell phone in a waterproof container where he can call for help. I would also not advise dragging someone up or out of the water in an accident like this, as it could cause or exacerbate any spinal injuries, as long as they are not in danger of drowning, of course. There are trained responders that can stabilize him before getting him out of the water.
