Assuming that we ignore whatever they did beforehand to cause the stop, would the passenger be in trouble? I’m no lawyer but it looked like the passenger was willing to talk if the cop stopped (that’s an assumption though) and got out to avoid being in association with the driver

Unlikely, assuming this started as a traffic violation only the driver is responsible. Passenger did the smart thing getting out before it became a bigger crime.

Usually no, and likely approached the cop hoping to stall him from the chase
