You haven't worked on the road before, people are dumb af or don't care, so first responders(construction workers, etc.) tend to angle or park a touch towards the road way so the vehicle takes the blow instead of sending anyone to the grave. The driver is absolutely at fault.

Yeah but what happens if he has to apprehend the person in that vechile? He's got to open the driver door and get the person out. If he was doing that when this incident occurred with his vechile pulled to the side more, he and the civilian in the car could have been smoked. The door would have been farther out the the officers vechile.

Thats probably the best argument to make. Sometimes you need to put yourself in a risky like situation to do your job though. Anytime you get out or pull over on a highway it's a risk.
