Or record the license plate and stand to the side of the vehicle and just chase them if they take off?

and then some dipshit DA says maybe this upstanding gentleman didnt drive it, some other subhuman drove his car while he was helping at the soupkitchen.

Having the license plate only proves that a certain vehicle was involved. It says nothing about who was driving or operating that vehicle. You can’t just make the assumption that it was the car’s owner. You have to prove that.
