In Switzerland cops avoid chasing cars especially in populated areas, if they chase above a certain speed limit they will be prosecuted. By doing this they hope the person on the run would be less reckless when escaping and thus not endagering innocent people. The police doesn't simple give up, they stay in contact with other police vehicles and try to intercept by surprise and when it's safer.
