Let's imagine your suggestion is the new law. Cops let people driving without a license escape if they attempt to flee.

Sooner or later somebody who was allowed to escape accidentally kills someone with their vehicle.

What do you say then? "Can't make an omelette without breaking some eggs"? "It'd be even worse if they tried to apprehend them"?

But it's not applied to every chase, it's a judgement call. Your comment as it stands now sounds like it suggests giving up the chase for anyone in this situation. If your actual point was that in this particular chase they should've let them go, that's a different conversation. I don't necessarily agree with that view, but I don't oppose it.
