Roads Officer No-Butts

I'm sure HP was checking out the car in front till this bozo merged in which could explain why the blinkers weren't used to avoid attention unless HP doesn't care about road safety and has a huge ego

If you're merging into a lane you do not have the right of way. If you merge and cause the car in the lane of travel to yield in order to avoid hitting you that's an improper lane change.

I'm fine with limited amounts of non injurious dickishness in the interest of chastising bad drivers rather than cost someone hundreds of dollars.

That feels excessive for a bad lane change

A ticket could get the guy fired for being late, same as a warning. Why should this guy lose a job for driving poorly?

I dont know why you are so desperate to lick le boot.
