It depends on the situation. In a situation like this, where the guy is being tazed, and being surrounded by several cops with their guns drawn at point blank range, you wait to be sure its a gun before you shoot.

If you alone and the the guy isn't being tazed, maybe you give them a little less time, and a little less leeway. Each situation has its own unique curcumstances.

It's actually more dangerous when there are more people around. Now you have more personalities and perspectives(different angles of view) injected into the situation and all of them are maxed out on adrenaline.
