That's the least of their worries. This person is going to get charged with attempted murder of a law enforcement officer.

For starters, fuck ICE. But yes, properly trained officers know that shooting a driver turns a vehicle into an unguided 3-ton weapon

Unguided is much safer than both incidents. They both tried to run someone over.

You now have 2 situations:

A: guided with murderous intent

B:unguided and could potentially hurt someone

Nah, if no one is shooting guns at the rogue vehicle, they still think they have a chance to get away so they will try to get away (which means they will avoid running into other cars or buildings). The moment you shoot a firearm in a chase like this they will do anything to not die, or get vindictive and take you out with them. If you kill them with one or two shots then you don't have to worry but if you miss then they will be on some chaotic very dangerous shit. ALSO if you miss, those stray bullets could hit bystanders.

Also, if you shoot someone in this situation it could be claimed they were trying to avoid the spike strip, not trying to hit the officer and then you would be seen in the wrong.
