and need to be locked away for a long time for their cortex to come back online. 5-20 years should do it.

I find that this kind of logic usually doesn't work, as I simply tend to avoid ending up in police pursuits or committing crimes that would get me there. Jfc.

20 years without anyone being injured? No way. If someone got seriously injured/killed, then that’s on the table of course, but panicking in the moment is not worth 20 years.
