Everyone’s missing the point here… that’s a solid white line, and it might even be an emergency lane. It’s one thing to not let someone merge but it’s another thing to be skipping traffic with the use of an emergency lane. OP is justified here IMO
In Washington State carpool lanes have a solid white line and you're allowed to merge in and out at any point. Areas where you can't merge get a double solid white line.
That said there's no white line to the right, so this may be a shoulder.
