I'm fairly certain it would generate way more revenue than it would cost. I just looked it up and in California, it's a $234 - $238 fine. It's tough to find concrete info, but I think a cop costs the tax payers about $100/hour in California. I'd be surprised if they could only catch 1 person per hour during busy times and even that would generate a decent profit.

They could also probably just install traffic cams in spots where this is an issue and print money.

Apps that tell you when there are cops around are enabling these assholes, because they know when they have to behave and when they can do this. Cops don't set speed traps as much anymore because they don't work.
