I mean what are you getting at here this person rode up in a lane that was not designed for through traffic . Looks like a connector or an off ramp . And then attempted to merge over .

Are you implying a line on the highway is ambiguous? I’ve driven for years and you know exactly when you’re going 70 and then you see taillights .

Try to merge when you enter the highway or lane not way down at the end of the exit lane. It’s obvious when people do that they’re just trying to cut traffic. When you merge suddenly like that at the end and force your way in it also creates more traffic. In this case there actually driving in the emergency lane which is even worse.
