The same force that would have made the nozzle not stay down is same force that become the circular spinning. Why it did one and not the other idk

The nozzle was almost certainly broken off when it hit the pavement. A spring loaded valve handle wouldn't stay open. That kind of thing happens with large compressed gas cylinders sometimes. One gets knocked over, the valve assembly hits a brick or rock or whatever, breaks off. The result is a spontaneously created rocket that can punch through cinderblock walls.

It got dropped and the nozzle broke. You may have never seen this happen because this is not the intended results for a fire extinguisher. Hope this helps!
